Have your say on proposed by-laws

The City of Onkaparinga is seeking your views on five proposed by-laws.

The by-laws deal with moveable signs, roads, local government land, foreshore management, and council penalties and by-laws.

By-laws are local laws made by councils that apply in their districts.

Under the Local Government Act 1999, local government by-laws expire on 1 January of the year following the seventh anniversary of the day on which they came into force.

The five by-laws will expire in January 2024. A by-law on dogs (by-law 7) was reviewed in 2022 and will expire on 30 June 2030.

The council is seeking community feedback on the five by-laws, some in amended form, before renewing these in January:

By-law 1 - Permits and penalties: creates a permit system for council by-laws, to fix maximum and continuing penalties for offences, and for the creation of new by-laws.

By-law 2 - Moveable signs: sets standards for moveable signs on roads relating to public safety, visual appearance, and election signage.

By-law 3 - Roads: regulates activities on roads such as advertising, public gatherings, public and private bins, recovery of costs for removal of animals and objects, permission for road obstructions, and electoral material.

By-law 4 - Local government land: regulates access to and use of local government land, including the use of buildings, conducting business on council land, camping areas, Hooded Plover breeding sites, obstructions in public areas, public toilets, vegetation, and nuisance and appropriate language.

By-law 6 - Foreshore management: relates to foreshore management, including bathing, beach passes, Hooded Plover breeding sites, property and equipment, clad and unclad beaches, public toilets, and vehicle access.

All of the proposed by-laws authorise council officers to use their 'reasonable opinion' when they are applying these by-laws.
