The recommended projects (full list below) will deliver much-needed improvements throughout the city and include stage one of a shared-use trail at Happy Valley Reservoir ($397,500); a streetscape upgrade at Beach Road, Noarlunga Centre ($325,285); and a range of other upgrades including footpaths, sports lighting and courts, and playgrounds.
The funding was granted through the Federal Government’s $500 million Local Roads and Community Infrastructure Program, designed to support councils to deliver priority projects, and support employment and resilience of local economies to help communities recover from COVID-19.
City of Onkaparinga Director City Operations Kirk Richardson said the funding was a welcome boost to the south amid the pandemic.
“These projects are spread across 23 suburbs and townships, and they’ll deliver direct benefits to the community such as improved accessibility, visual amenity and safety benefits,” he said.
“They’ll also help stimulate our city’s economy, adding to a range of relief measures Council has implemented to support our communities through COVID-19, including a proposed zero per cent rate revenue increase for council rates in 2020-21.”
The projects need to be completed by 30 June 2021, which meant some highly technical and complicated projects weren’t recommended for funding.
Council’s CEO has the authority to amend and submit alternative projects for funding should any of the identified projects be deemed ineligible by the Department of Infrastructure, Transport, Regional Development and Communications.
The 20 projects would be delivered in addition to City of Onkaparinga’s existing capital works program through the Budget 2020-21, which is set to be adopted by Council this week.

Council’s draft Budget 2020-21 also includes capital and operating funding of $22.4 million on major projects; $30 million on footpaths, roads and traffic management; $16.1 million on open space, parks, natural resources and trails; $18.7 million on bridges, bus stops, carparks, lighting and other assets; and $8.1 million on buildings.
